Workshops to determine guidelines for Cycle 5 of the Active Transportation continue, with input coming in from around the state. The schedule of workshops, as well as downloadable materials, is available on the CTC's ATP website under the 2021 ATP Cycle 5 header.
Manteca is in the process of developing its general plan to guide how the city will grow. We recently recommended that Manteca include in its plan concrete ways it will improve bicycle and pedestrian access around schools, improvements in active transportaton data collection, and measurable goals on Complete Streets. We also urged the city to prioritize affordable transportation options as part of the environmental justice component of the general plan.
We salute the Air Resources Board for the creation of the new Sustainable Transportation Equity Program (STEP).
Next year, the Metropolitan Transportation Commission (MTC) will roll out Plan Bay Area 2050. The Safe Routes Partnership is asking MTC to increase funding for the regional Safe Routes to School program, sustain the Spare the Air Youth Program, enforce the Complete Streets policy, add $100 million to the One Bay Area grants, and expand its commitment to equity. We hope you will attend Plan Bay Area meetings throughout 2020 and push for these commitments too.
Last Monday, SB 127 (Wiener), the Complete Streets for Active Living Bill, passed the Assembly Transportation Committee.
SB 152 (Beall), which would have radically restructured the Active Transportation Program and to which we announced our opposition last month, failed to pass the Senate Appropriations Committee last week.
We are pleased with the continued progress of SB 127 (Wiener), the Complete Streets bill we are co-sponsoring along with California Walks, the California Bicycle Coalition and the American Heart Association. The bill has now passed out of the Senate Transportation and Appropriations committees. In the process, we have agreed to amendments that removed our proposed reordering of the State Highway Account’s priorities.
