This Guide was prepared for pedestrian and bicycle safety professionals and others who are proactive in developing programs at the State or community level. It provides a compilation of existing and proposed countermeasures that can be used by a variety of implementers to help solve a wide range of pedestrian and bicycle safety problems.
In developing the Guide, requests for countermeasures were made to hundreds of pedestrian and bicycle safety professionals. Each countermeasure is described in the section called “existing countermeasures.” The Guide also contains suggestions for the development of additional countermeasures that specific implementers might use to address specific pedestrian or bicycle safety problems. These are described in the section called “proposed countermeasures.”
